NCOLCTL Conference, Madison, WI, April 22-25, 2010

CeLCAR attended and participated in the 13th Annual International Conference of the National Council of Less Commonly Taught Languages (NCOLCTL). In addition to our informational booth, CeLCAR staff and affiliates presented multiple session.

Chris Atwood collaborating with colleagues Frederick H. Jackson (University of Maryland), Antonia Schleicher (University of Wisconsin-Madison), Alwiya S. Omar (Indiana University) and Gautami Shah (Rice University) to present: "Four Critical LCTL Fields: Infrastructure-Building and Development"

Sun-Young Shin and Nigora Azimova presented "Design and Development of the Web-Based Proficiency"
This paper will present the basic template of the web-based Uzbek and Turkmen proficiency tests and reliability and validity issues in developing web-based proficiency tests for less commonly taught languages in the U.S. It will also discuss the possibility of developing electronic language portfolios for those languages based upon the web-based proficiency language test results.

Rahmon Inomkhojayev presented "Technology Assisted Teaching of Pashto Writing"
The learning of Pashto writing, which is based on Arabic script, is considered to be challenging because of well-known features of Arabic script. Applying appropriate strategy and using technology to enhance classroom activities can considerably simplify teaching of these features. In this presentation, the author will share his experience of building the strategy for using technology to teach Pashto writing and display examples of the video tutorial exercises used by Pashto learners.

Nigora Azimova presented "L2 Acquisition of Turkic Case Morphology: The Research and Its Pedagogical Implications"
In this presentation, L2 acquisition of Turkic case marking will be discussed. To determine whether Turkic case properties are fully acquirable, the presentation will review the main findings of L2 studies conducted on the native speakers of English learning a Turkic language. Furthermore, a number of ideas and activities for teaching case endings in Uzbek, a Turkic language, will be presented and discussed.

Malik Hodjaev presented "Effective Management of Distance Learning of Uzbek"
The Uzbek language has been successfully taught using the video conferencing technology at CEUS, Indiana University to Big Ten Universities since 2003. The goal in DL teaching is to achieve 100% of the traditional classroom efficiency. Compared to the traditional class a DL class presents more challenges, related to technology and having two or three physically remote locations. Therefore, achieving the same level of efficiency requires efficient management, more effort, and creative approaches.

Tserenchunt Legden presented "Advantages and Disadvantages of Distance Learning and Class Management". 
Based on Indiana University's experience in teaching Mongolian, this paper argues that advantages and disadvantages of teaching via live streaming should be evaluated in order to ensure that it is as effective as regular classes. Hence, it identifies various advantages (i.e. student motivation; instructor's professional development) and disadvantages (allocating a lot of time; technological limitations) of distance teaching/learning and factors of effective distance class management.
